Comrade Kong Fansen lost his life. When I saw the news from the newspaper, I could not help feeling sad and suddenly. While he was in his mid-thirties, just as he worked diligently to open up an extraordinary career in the extremely poor area of Ali in Tibet, a leader so well deserved to have been killed by an accident. Among the many unfinished business he has left behind, developing SHP in the Ali area is also one of them. It is also this common cause that we are able to meet. That was in July 1993 when we visited the non-power counties in Tibet where we surveyed the site of Kejian Small Hydropower Station. What we did not expect was that Comrade Kong Fansen, secretary of the Ali region, took the initiative to find us.
