农业部,卫生部,外贸部,商业部在1959年联合制定了《肉品卫生检验试行规程》(以下简称《四部规程》,作为一个法规性文件,到现在已经试行了30多年了,随着国民经济的发展,人民生活水平的提高,以及新的科技成果的出现,原有的一些条款已经明显不能适应实际工作的需要,尤其是随着动物性产品对外贸易的增加,以及目前实行的生猪定点屠宰工作,必须要求有一个统一的,权威性的,更完备的肉类检验法规。
