9月12～14日,水利部在江西省九江市召开了全国江河堤防建设现场会。水利部部长汪恕诚、副部长张基尧,江西省委常委彭昆生出席会议。参加会议的有水利部办公厅、规划计划司、经济调节司、建设与管理司、国家防办和7个流域机构及有江河堤防建设任务的16个省市有关领导。会议还邀请了国家计委、财政部、建设部、监察部的有关部门领导参加,会议代表共81人。珠江委主任薛建枫和基建处负责人参加了会议。会议的主要任务是贯彻落实国务院关于进一步加强堤防建设的指示精神,总结交流堤防建设经验,部署下阶段的堤防建设工作,提高堤防建设管理水平,保证堤防工程建设质量,以崭新的姿态迎接堤防建设新高潮。会议明确指出:今冬明春,堤防建设的重点是欠高堤段加高培厚、基础防渗、堤身隐患处理、崩岸治理、穿堤建筑物除险加固。为加快堤防工程建设,中央将加大堤防建设投资比例。
