全纳教育的发展凸显了各国在响应所有特殊儿童的特殊教育需要上存在的问题。美国采用RTI模式为学业上存在困难的学生提供支持和服务。RTI模式的提出基于美国国内教育的现状和理论、实践上的研究成果,其三级干预模式能对有特殊教育需要的儿童做出迅速、有效的反应。RTI模式作为一种新的特殊儿童学业困难反应模式,因其自身特点而比以往模式更具优势,但也存在一些问题。
The development of inclusive education highlights the problems States face in responding to the special education needs of all special children. The United States uses the RTI model to provide support and services to students with academic difficulties. The RTI model is based on the current state of domestic education in the United States and its theoretical and practical research results. Its three-level intervention model can respond promptly and effectively to children with special education needs. RTI pattern as a new special childrens learning difficulties response mode, because of its own characteristics and more advantages than the previous model, but there are also some problems.
