针对近年来中国社会中的道德失范问题,声誉机制被认为是一种相对于道德机制和法律机制具有比较优势的重要治理机制。这种情况下,如何创造条件促进声誉机制发挥作用就十分重要。本文通过分析声誉机制的作用过程,发现公众信任是声誉机制有效运行的基础,并且指出负面事件频发可能会损害声誉机制的信任基础。在理论分析的基础上,本文以近年来中国乳制品负面事件和食品安全制度建设为研究对象,采用实证方法检验了声誉机制的信任基础所受到的损害,以及通过制度建设重建信任所面临的问题。检验结果表明,声誉机制的信任基础确实受损,在信任重建过程中公众对制度建设的信心也有所动摇,重建信任将是一个漫长的过程。本文首次提出并研究了声誉机制的信任基础问题,是对声誉机制理论的深化和发展;通过研究得出的启示和建议也有一定的现实意义。
In view of the problem of moral anomie in Chinese society in recent years, the reputation mechanism is considered to be an important governance mechanism with comparative advantages over the moral and legal mechanisms. Under such circumstances, it is important to create the conditions for the promotion of the reputation mechanism. By analyzing the process of reputation mechanism, this paper finds that public trust is the basis of effective functioning of reputation mechanism and points out that the frequent occurrence of negative events may undermine the trust foundation of reputation mechanism. On the basis of theoretical analysis, taking the recent negative events of dairy products and food safety system in China as the research object, this paper tests the damage to the trust foundation of reputation mechanism and the problems of rebuilding trust through institution building . The test results show that the foundation of trust in the reputation mechanism is indeed damaged, and the public confidence in system construction is also shaken during the reconstruction of trust. It will be a long process to rebuild trust. This paper presents and studies for the first time the issue of the trust foundation of reputation mechanism, which is the deepening and development of the theory of reputation mechanism. There are also some practical significance for enlightenment and suggestions through research.
