绥化市河流纵横交错,水利资源丰富,水利工程遍及各乡。全市十几个水利基层管理单位负担着30多万亩水田供水、260公里堤防管理和2座中型水库调度运用等任务。但是很多库、站位置偏辟,交通不便,特别是一到雨季,道路泥泞,通讯车辆无法通行。过去架起的有线电话,由于管理困难,经常出现丢失、损坏现象,水情、命令都不能及时传递,给指挥调度工作带来了许多困难。 1983年绥化市水利局在省水利厅及有关部门的协助下,设立了一个超短波无线电话通讯调度 Suihua River criss-crossing the river, rich in water resources, water conservancy projects in all rural areas.
