从时间角度将科技评价分为存量评价和流量评价,认为科技评价以流量评价为主,存量评价很少,总被引频次作为存量指标却被广泛应用于流量评价,在逻辑上是不合理的,会导致办刊历史悠久的期刊评价得分偏高。通过JCR2011光学、土壤学、化学期刊的实证研究表明,尽管总被引频次和期刊影响力指标排序通过了Friedman非参数检验,但总被引频次与期刊影响力指标的拟合优度在0.5以下,不能作为期刊影响力的指标。论文还对总被引频次在科技评价中的应用范围进行了讨论,认为总被引频次的应用范围较窄。

The dissertation also discusses the scope of application of the total cited frequency in scientific and technological evaluation, and considers that the total cited frequency has a narrow application scope.
