随着我国经济建设的发展,近年来能源短缺的现象日趋严重。为此,笔者访问了能源部副部长史大祯。 史副部长强调指出,我国能源短缺的根本原因在于宏观失控,主要表现为能源工业的发展速度跟不上用能的增长速度、投资少、价格低、结构不合理和严重的能源浪费。由此,应确立能源在国民经济中的先行地位,以法律的手段保证能源工业的优先发展。 With the development of China’s economic construction, the phenomenon of energy shortage has become increasingly serious in recent years. To this end, the author visited Shi Dazhen, Vice Minister of Energy. Vice Minister of History emphasized that the fundamental reason for the shortage of energy in our country lies in macro-control, mainly manifested in that the energy industry can not keep up with the growth rate of energy use, low investment, low prices, irrational and serious energy waste. Therefore, we should establish the leading position of energy in the national economy and ensure the priority development of the energy industry by means of law.
