国营农场实行“三包一奖”的生产责任制已有几年历史.经验证明:这是农场经营管理中不可缺少的制度.新疆生产建设兵团在总结以往经验的基础上,对原有“三包一奖”制作了补充和修改,并改称为农牧“定、包、奖”制度.“定、包、奖”制度是国家、集体、个人利益紧密结合的最好形式,是广大职工贯彻按劳分配原则的补充部分.因而可以调动广大职工的劳动积极性,加强群众的责任心,促使生产全面发展.各场实施以来,无论在作业质量、进度上都有一定的提高.说明这个制度具有高度的现实意义.但对超产部分的提奖比例和分配办法,在具体执行的时候目前还存在以下几个问题,兹提出个人看法和同志们商榷:
