搞活大中型骨干企业,一靠政策,二靠管理。企业要改善经营,内部挖潜,充分调动各方面的积极性;国家要在宏观政策上给企业以平等合理的客观环境,以促进发展经济、提高效益。以笔者之见,根据目前大中型骨干企业的现状,国家应在以下几个方面采取措施,完善政策,为企业搞活创造必要条件。 Invigorate large and medium-sized backbone enterprises, one by policy, the second rely on management. Enterprises should improve their management and tap internal potentials to fully mobilize the enthusiasm of all parties. The state should give the enterprises equal and reasonable objective environment in macroeconomic policies so as to promote economic development and increase profits. In my opinion, according to the current status of large and medium-sized backbone enterprises, the state should take measures in the following aspects to improve policies and create the necessary conditions for enterprises to invigorate.
