In this paper,first of all,the author gave the following congratulatory message:“……,on the occasion of the 30 th anniversary of the establishment of the Journal of SHANXI HYDROTECHNICS allow me,on behalf of Shanxi Provincial Water Conservancy Department,to extend the new century’s greetings to vast number of staff and workers in wider water conservancy circles of our province,wish you all the best health and success.Let’s make joint efforts,develop together and recreate together a new splendidness of Shanxi Water Conservancy hand in hand.” The author,then,affirms that the journal of SHANXI HYDROTECHNICS has played an active role in the water-conservancy construction of Shanxi Province,providing powerful support to the development of society and economy of Shanxi Province. The author,after that,requires that the editorial staff of the journal of SHANXI HYDROTECHNICS should persist in the policy“regarding the development as the theme,the structure adjustment as the thread,and the reform and open as the driving force,”do their best at the publication of the journal,at the scientific and technologic innovation and at the high-new technology industralization positively,make full use of science and technology the first productive force;He also ask them that in concrete works,should think of improving the content of science and technology as the main purpose and of making technology service well as the target,firmly grasp the core of infomationalization,and seriously do the following works well:(1)importing and digesting of science and technology;(2)propagating and popularizing of science and technology;(3)reforming and innovating of science and technology;(4)educating and spreading of science and technology. The author,finally,expresses that Shanxi Provincial Water-conservancy Department will further pay close attention to the development of the journal of SHANXI HYDROTECHNICS,and also will further give support to the work of the journal of SHANXI HYDROTECHNICS. Additionally,the author talked briefly of his hoping and sent his best wishes about and to the cause itself of the water conservancy in Shanxi in this paper.
