根据广铁集团推行 I S O 9000 实际,深入分析了铁路运输企业在推行 I S O 9000 中存在的三大问题,即“无用论”、“无关论”、“等靠论”;论述了在实施过程中,要正确处理好推行 I S O 9000 系列标准与全面质量管理的关系、正确处理好 I S O 9000 与传统管理方式的关系、处理好执行质量手册、程序文件与贯彻现有规章制度的关系、处理好内部贯标达标与外部认证的关系,阐明了铁路运输企业要有效推行实施 I S O 9000 系列标准,必须重点抓住五个关键环节。
