我国与周边国家经济融合发展不仅要建立可靠互信的合作机制,而且要加强基础设施建设的互联互通,使区域协作能深入而有效地开展下去,而这些措施的落实必须要有企业的深度参与和执行。企业是落实国家发展战略的重要执行者,是经济资源整合的积极推动者,也是激活地区市场经济的主要参与者。从企业视角考察我国与周边国家的互联互通建设,不仅有利于深化互联互通研究,还有助于将互联互通落到实处。当前,企业参与我国与周边国家互联互通建设的主要方式包括合资经营和独资经营等投资方式,间接出口和直接出口等贸易方式,许可证、特许经营、交钥匙合同等契约方式。企业参与方式的选择,主要取决于在东道国的经验、所处区位、资源禀赋、文化沟通、产业特征、投资战略、产业优势等因素。为进一步推进企业参与我国与周边国家的互联互通建设,要立足长远,充分发挥政府有关部门的作用,在有关政策与具体措施上支持企业积极参与“一带一路”和互联互通建设。
The economic integration and development between our country and its neighboring countries should not only establish a reliable and trustworthy cooperation mechanism but also strengthen the interconnection and intercommunication of infrastructure so that regional cooperation can proceed in an in-depth and effective manner. The implementation of these measures must involve the deep participation of enterprises and carried out. Enterprises are important implementers of implementing the national development strategy, active promoters of the integration of economic resources, and major participants in activating the market economy in the region. Examining the interconnection and interoperability between China and its neighboring countries from a business perspective not only helps to deepen the study of interconnection and interoperability, but also helps implement the interconnection and interoperability. At present, the main ways in which enterprises participate in the interconnection and interoperability between China and its neighboring countries include investment forms such as joint ventures and sole proprietorship businesses, contractual forms such as indirect export and direct export trade, permits, franchising and turnkey contracts. The choice of the mode of enterprise participation depends mainly on the host country’s experience, location, resource endowment, cultural communication, industrial characteristics, investment strategy, industry advantages and other factors. In order to further promote the participation of enterprises in the interconnection and interoperability between our country and neighboring countries, we must give full play to the role of the relevant government departments and support the active participation of enterprises in the “Belt and Road” and interconnection and exchange in the relevant policies and specific measures.
