在年前召开的“首都地区公共部门人力资源管理研讨会”上,北京市委副书记杜德印同志出席会议并讲话。杜德印同志在讲话中充分肯定了两年来首都人才工作的进展和取得的成绩。他指出,要进一步夯实人才资源开发和利用的基础工作,不断优化人才发展环境,完善人才社会保障制度;要进一步完善科技创新体制与创新人才的培养,把培养创新人才作为目标,把体制创新作为着力点,使优秀人才能够脱颖而出:要改革教育培养体系,加强人才能力建设,变应试教育为能力教育:要加强职业技能培训,不断提高培训者素质和劳动者技能;要重视领导人才队伍建设中的能力取向问题,不断改进干部考察方法.提高识人选人水平。应本刊主编潘金云教授之约,特别为本刊撰写“以职责管理为中心,坚持素质能力取向,整体推进北京市干部人事制度改革”一文以飨读者。
