当前,我国已进入全面建设小康社会的关键时期和深化改革开放、加快转变经济发展方式的攻坚时期,“黄金发展”与“矛盾凸显”并存。如何引导干部群众正确看待和处理各种社会矛盾纠纷、表达利益诉求,是社会转型发展面临的一个重大现实问题。各级干部必须正确认识和把握引发社会矛盾的主要因素、群体性事件的主要类型和发展的基本特点。当前社会矛盾凸显问题是经济社会快速发展带来的,是粗放型和唯GDP论的发展模式的局限性造成的,是经济社会转型发展的结果,是体制机制不健全的产物。各级干部要坚持实事求是原则,坚持群众路线,善于换位思考,从维护党的利益、国家的利益、人民群众的利益出发,处理好干群关系和社会矛盾。必须正确对待群众的不同利益诉求;及时回应民众的诉求;坚持依法行政,不与民争利;做好信息发布与传播工作;建立健全解决社会矛盾的长效机制。
At present, our country has entered a crucial period of building a moderately prosperous society in an all-round way and during a crucial period of deepening reform and opening up and accelerating the transformation of economic development mode, the coexistence of “golden development” and “prominent contradictions”. How to guide cadres and masses to correctly view and handle various social conflicts and disputes and express their interest demands is a major realistic problem facing the social transformation and development. Cadres at all levels must correctly understand and grasp the main factors that trigger social conflicts, the main types of mass incidents and the basic characteristics of their development. The current problem of social contradictions is brought about by the rapid economic and social development and is caused by the limitations of the development model of extensive and only GDP theory. It is the result of the economic and social transformation and development and an imperfect institutional mechanism. Cadres at all levels should uphold the principle of seeking truth from facts, adhere to the mass line, be good at empathy, and proceed from the interests of the party, the state and the people, and handle the relations between cadres and the masses and social conflicts. We must correctly handle the different interest demands of the masses, promptly respond to people’s appeals, adhere to the principle of administering according to law and not competing with the people, do a good job of releasing and disseminating information, and establish and improve a long-term mechanism for resolving social conflicts.
