国家科学技术委员会于1959年12月在北京召开全国科学技术计划会议。会议初步总结了1959年科学技术工作经验,根据党的八届八中全会反右倾、鼓干劲的精神,安排了1960年科学技术的发展计划。参加会议的有中央各有关部门、中国科学院和地方分院、各省市科委和部分高等院校的负责人六百多人。会议期间,国家科学技术委员会副主任韩光同志作了“关于1959年科学技术发展计划执行情况的初步 National Science and Technology Commission held a national science and technology planning conference in Beijing in December 1959. The meeting initially summed up 1959 scientific and technological work experience. According to the spirit of the eighth Plenary Session of the Eighth Central Committee of the Party in opposing anti-rightist and energetic efforts, the meeting planned the development plan for science and technology in 1960. Attending the meeting were more than 600 heads of relevant departments of the Central Government, Chinese Academy of Sciences and local branches, science and technology commissions of various provinces and cities and some institutions of higher learning. During the meeting, Comrade Han Guang, deputy director of the State Science and Technology Commission, made a preliminary report on the implementation of the 1959 Science and Technology Development Plan
