株洲市是一座新兴的工业城市,现有56家大中型企业,产值占全市工业总产值的67%,利税占60%以上。这些企业,一线青工占一线岗位职工总数的76.4%,已经成为大中型企业一线岗位的主体。充分调动他们的积极性,是增强大中型企业活力的重要源泉。为此,笔者于今年4—5月份,到16家大中型企业进行了调查,先后召开座谈会24个,完成调查问卷500份,对当前大中型企业一线青工生产积极性的制约因素与启动机制进行了一些探讨。一、制约因素从整体上看,当前一线青工积极性的制约因素,呈现出一种由社会环境、企业管理、青工素质三类因素互相渗透、互相影响、互相牵扯的网状结构,其中社会环境制约因素相对减弱,企业管理制约因素上升,青工素质因素仍不可忽视。由此而导致当前青工生产积极性现状呈现出“三强三弱”的特征:一是青工对物质利益和实惠的追求意识明显加强,利益、需求已升为主导地位,精神和认知动力相对减弱;二是由于利益分配关系没有理顺等原因,导
