基础教育课程改革发展至今在实践中已呈现三种趋势:维持新课程改革现状、回归到传统教育和把新课程改革推向深入。把新课程改革推向深入是合理的选择,但需要生成学校的变革动力来创造条件,这就要求学校通过政策调整来营造良好的变革环境;通过领导转型来形成强有力的组织机构;通过教师发展来培养具有创造性和主体性的师资力量。促进新课程的“深度变革”需要;通过学习与探索来发展教育理论与变革理论;通过交往与对话来整合学校系统的变革力量;通过评估与调整来逐步完善新课程。
