1992年5月起,南斯拉夫遭到长达三年半之久的国际经济制裁,对以外向型为主的经济是一沉重的打击,企业无法进口原料、出口产品,不得不停工减产,其影响和损失是严重的,现在制裁虽已中止,但经济恢复仍任务十分艰巨。面对困难,南斯拉夫政府在充分发挥本国的自然资源、人才资源优势的前提下,挖掘科技优势,着手制订一系列支持、扶持政策和措施,一定程度上遏制了人才流失,保证了南科技工作的正常发展,使科技在恢复和发展经济中发挥了积极的作用。
