本文介绍了美国在应对1929-33年的特大经济危机过程中启动的大型公共工程:田纳西和胡佛坝工程的案例。这两个大规模、跨地区、跨行业、具有资源性和能源性的非常规基础公共工程,不但在当时解决了许多人的就业问题,应对了经济危机,还攻克了技术难关,发展了经济和城市,拥有持久的回报,是现代公共政策和社会工程史上的杰作。重温他们的经验和教训,对我们应对目前的金融危机、提升公共决策的科学化水平、成就功在千秋的事业,有许多有益的启示。
This article presents the case of the large public works started by the United States in response to the severe economic crisis of 1929-33: the Tennessee and Hoover Dam projects. These two large-scale, trans-regional, cross-sectoral, resource-based and non-conventional basic public works not only solved the employment problem of many people at the time but also dealt with the economic crisis. They also tackled the technical difficulties and developed the economic and Cities, with lasting returns, are masterpieces in the history of modern public policy and social engineering. Reviewing their experiences and lessons, there are many helpful enlightenments for us in coping with the current financial crisis, raising the scientific level of public decision-making, and achieving achievements in the future.
