中美双方1999年11月15日签署的中美世界贸易组织双边协议的主要内容有: 关税:中国把总体平均关税从22.1％降至17％。农产品关税降至14.5％～15％。 分销权:中国将给予全面的贸易权和分销权,即外国公司可以不通过中国中间商直接从事进出口贸易,并且拥有分销、批发、售后服务、维修、保养、运输等与市场营销有关的全程服务。 非关税措施:中国将在5年内取消所有的配额和数量限制。除了一部分例外,大部分非关税措施将在2至3年内逐步取消。
