自1990年秋季开始,芬兰经济迅速走向滑坡。1991年芬兰GDP下降6.2%。尽管1992年1-8月工业出口比1991年同期增长了15%,但并没有带动国内工业的发展。国内市场疲软情况依然如故,银行亏损严重,失业人数剧增。据估计,1992年芬兰GDP仍将下降2%左右,1993年GDP还将保持在1992年的水平上。经济如此不景气,也给研究与开发工作带来一定的困难,但从整体上看,并没有影响芬兰90年代科技政策的执行。
