为了迅速、有效地改变当前在企业管理上普遍存在的“财务混乱,损失浪费严重”等情况,江苏省南通地区63个地直企、事业单位,在地区行署负责同志的亲自动员、部署下,从1981年四月下旬开始,组织了628人的专业队伍,分财务、物资两条线,结合发动职工群众,从清理财务、物资入手,整顿企业管理通过半年多的积极努力,已取得显著成效。这次清理的特点:一是各单位领导重视,亲自动手,注意深入实际,调查研究,摸清底细;二是注意抓重点、抓薄弱环节、抓历次清理中忽略的“死角”,三是吸取过去“只清不理”、“前清后乱”的教训,贯彻“边清边理”、“边查边改”的精神,把揭露企业管理上的漏洞和建立健全岗位责任制紧密地结合起来,为全面推行经济责任制打好基础。
