1996年,四川省遂宁市蓬莱制盐化工厂面对制盐行业的严峻形势,千方百计克服困难,拓展市场,狠练“内功”,强化管理,自强不息,取得了工业总产值、销售收入、产品产量、实现税金、品种开发、劳动生产率创历史最高水平的成绩。 在社会主义市场经济体制已初步形成的现在,制盐行业仍属计划经济体制,食盐的产销由国家计划安排,价格仍由国家定,但一切物资材料等的购进又是市场价,这样的体制给制盐行业的生产经营带来了严重困难。蓬莱制盐化工厂是50年代建厂、以生产经营精制盐为主的老企业,离退休人员多、负担重,在职职工多余,劳动效率低,企业办社会负担沉重,在行业不景气的“大气候”影响下,更是举步艰难。该厂为了在困境中求生存,求发展,发扬“负重自强,合力奋进,励精图治,求实创新”的企业精神,确定了“外争市场,内强管理,稳定一业（盐业）,发展两业（化工、制药）”的生产经营思想,采取切实有效的措施抓好生产经营工作。
