随着国家体制改革的深化,工程项目的建设纳入了市场经济的轨道。1998年“三江”大洪水后,国家加大了对黄河防洪工程的投资。为管好、用好防洪工程建设资金,确保防洪工程质量,水利部、黄河水利委员会果断决策,在工程建设中全面推行项目法人制、建设监理制和投标招标制,从根本上确保防洪建设工程质量。但由于黄河系统实行“三制”建设的时间较短,经验不足,在1999年防洪工程施工中停工、停产、拖延工期和质量事故等时有发生。下面就工程施工中存在的问题提出个人看法,供
