离速公路收费站“集中”(俗称“大站带小站”)管理模式的提出,给高速公路的建设者、管理者带来耳目一新的感觉,似乎找到了一种既可以降低建设成本,又可以减少管理费用的捷径,一时被各高速公路建设部门竞相采用。然而,高速公路开通运营以后,一些管理部门不能适应“集中”的管理模式,纷纷在各个收费站点建设相应的配套设施,不仅没有享受到“集中”先进管理模式带来的高效率,反而因为没有一次设计,带来了供电容量不足,环保设施不配套等相关问题。本文试图从高速公路管理者的角度,根据高速公路收费管理的业务需求,分析高速公路不同管理模式的利弊。——作者
