2002年9月27日,由长江科学院空间信息技术应用研究所完成的中芬合作项目“长江防洪智能应急响应系统”第一阶段成果汇报会在长江水利委员会(简称长江委)举行。水利部副部长陈雷、芬兰驻华大使本杰明·巴鑫、芬兰诺瓦集团总裁凯伦尼瓦、长江委主任蔡其华出席会议并讲话。长江委副主任沈泰主持汇报会。长江科学院副院长郭熙灵出席了会议。 “长江防洪智能应急响应系统”(简称IFERS项目)是长江科学院与芬兰诺瓦、雅哥贝利、诺基亚3家公司合作研究项目。该项目总目标是通过设计和开发一个基于地理信息系统的长江流域防洪决策支持和应急响应系统,帮助长江流域防洪管理决策者制订流域开发规划,推动对洪水和环境灾害的预防工作。项目成果将对建立和完善现代化的
On September 27, 2002, the results briefing session of the first phase of “Yangtze River Flood Prevention Intelligent Emergency Response System”, a Sino-Finnish cooperative project completed by the Institute of Space Information Technology of the Yangtze River Scientific Research Institute, was held at the Yangtze River Conservancy Commission (Yangtze River Commission). Chen Lei, Vice Minister of Ministry of Water Resources, Benjamin Ba Xin, Ambassador of Finland to China, Karenniva, President of Finland’s Nova Group, and Cai Qihua, director of the Yangtze River Commission, attended the meeting and made speeches. Shen Tai, deputy director of the Yangtze River Committee presided over the report. Guo Xiling, vice president of the Yangtze River Science Institute attended the meeting. The “Yangtze River Emergency Response System for Flood Prevention” (referred to as IFERS project) is a collaborative research project between the Yangtze River Academy of Sciences and Finnish Nova, Jakob Bailey and Nokia. The overall objective of the project is to help flood control decision makers in the Yangtze River Basin formulate watershed development plans and promote prevention of floods and environmental disasters through the design and development of a GIS-based flood control decision support and emergency response system in the Yangtze River Basin.
