Preamble The Suharto government has fully recognized since the very beginning the importance of adequate rice supply. It hoped to promote the implementation of the Bammas plan and implemented a major reform to facilitate the purchase of inputs by peasants and other funds. The People’s Bank of Indonesia (still referred to as “farmers and fishermen’s cooperative banks”) needs help in meeting the rapidly growing demand for loans for small farmers. Thus, in mid-1966, the government of Subhato designated an additional task for Corozinas, a newly established agency whose function was to take over the logistics of the distribution of basic necessities in the event of complete destruction of the market.
