相对集中行政处罚权制度全面推行以来,取得了一定的成效。但在城市规划领域,实行相对集中行政处罚权引起的一系列问题,影响了规划实施,难以达到加强城市规划管理的要求。应重新审视相对集中城市规划行政处罚权制度的合理性,进一步理顺规划管理执法体制。 Relatively centralized system of administrative penalty has been implemented, and achieved some success.
