本文是李铁映同志参加中国体改研究会１９９４年海口年会的发言。本文认为，理顺国有企业的产权关系，推进现代企业制度的建设，必须准确评估资产，界定产权，明确法人财产权，必须合理解决企业的历史负担，必须在盘活国有资产的同时防止国有资产流失，必须把政府职能转变，市场体系发育和社会保障制度建设配套起来，必须建立和完善企业内部的管理结构和领导体制。本文还认为，应在培育市场体系中，大力发展市场中介组织。应合理安排农村剩余劳动力。应正确处理改革、发展和稳定的关系。
This article is a speech delivered by Comrade Li Tieying at the 1994 Haikou Annual Meeting of the China Body Reform Seminar. This paper argues that to rationalize the property rights relationship of state-owned enterprises and to promote the construction of modern enterprise system, we must accurately evaluate the assets, define the property rights and clarify the legal person’s property rights. We must rationally solve the historical burden of the enterprises, prevent the loss of state- In order to complement the transformation of government functions, the development of the market system and the construction of the social security system, we must establish and improve the internal management structure and leadership system. This article also believes that we should vigorously develop the market intermediary organizations in fostering the market system. The rural surplus labor force should be arranged reasonably. The relations between reform, development and stability should be handled correctly.
