水利基础产业的主体是水利工程管理单位，它发挥着防洪、兴利两大效益。兴利效益的主要任务之一是水利工程供水，现行水价标准严重偏低，水费计收管理的措施有待加强，水利工程管理单位要适应市场经济，完成由事业单位向生产性事业单位的发展，维护工程良性运行，就必须深化水价改革。本文拟从水价改革的重要意义、基本原则、体现的新内容及我省水价改革的实际情况等几个方面，浅析水价改革的构想。
