党的十五大继承发展了邓小平建设有中国特色的社会主义理论，明确指出，非公有制经济是我国社会主义市场经济的重要组成部分。对个体、私营等非公有制经济要继续鼓励、引导，使之健康发展。所以，非公有制经济不是一种可有可无的经济制度，而是有利于当前我国生产力发展、有利于人民生活水平提高的经济制度，它对促进国民经济的发展起着重要的作用。
The 15th National Party Congress has inherited and developed Deng Xiaoping’s theory of building socialism with Chinese characteristics and clearly pointed out that the non-public ownership economy is an important part of China’s socialist market economy. We should continue to encourage and guide individual and privately-owned non-public sectors of the economy so that they will develop healthily. Therefore, the non-public ownership economy is not an optional economic system, but an economic system that is conducive to the current development of the productive forces in our country and to the improvement of people’s living standards. It plays an important role in promoting the development of the national economy.
