考核目标的综合监控是干部实绩考核工作的重要组成部分,是保证考核目标全面完成的关键环节。综合监控一般是指在落实考核目标过程中所进行的监督、控制、协调、管理等活动。我们感到,在考核实践中实现五个方面的结合,综合监控手段才能起到明显作用。一是监控下级和监控本级相结合。考核是手段,促进工作才是目的。实行主要领导牵头分包重点工程和重点工作责任制,既可以使考核目标有具体的责任单位,又使领导干部成为工作目标的第一责任人。领导干部则会把更多的时间放在深入基层、解决重点难点问题上,并按目标任务的标准和要求严格管理,定期解决问题。各级党委在调度各责任单位时,可以党政联席会的形式,对班子成员各自负责的目标完成情况进行自我调度。从更高的站位上自我加压,形成从上到下层层都有压力的格局,促进考核目标的完成。

When dispatching the responsible units at all levels, Party committees at all levels may self-regulate the accomplishment of the goals of the members of the team responsible for their respective responsibilities in the form of the party-government joint-assembly. From a higher position on the self pressure, the formation of pressure from top to bottom of the pattern, and promote the completion of assessment goals.
