2004年2月8～22日,以财政部国库司周成跃副司长为团长的政府采购考察团,赴西班牙和俄罗斯两国对其政府采购制度及管理工作进行了考察。考察期间,分别访问了西班牙财政部政府采购委员会、政府采购合同注册及供应商认证委员会、政府采购中心、巴塞罗那市政府、HeliosCerbella办公用品服务公司,以及俄罗斯经贸部国家采购司和圣彼得堡市经济发展、工业政策和贸易委员会。此次考察,重点在于了解两国的政府采购法律体系、管理体系以及具体操作中的通行做法。俄罗斯、西班牙两国的政府采购管理各有特点,对我国政府采购工作很有启发。本刊已在第6期刊登了两国政府采购情况的上半部分,本文为下半部分。
From February 8 to February 22, 2004, a delegation of government procurement led by Deputy Director Zhou Chengyue, Treasury Secretary of the Treasury, went to Spain and Russia to conduct an inspection of their government procurement system and management. During the visit, respectively, visited the Spanish Ministry of Finance Government Procurement Committee, the Government Procurement Contract Registration and Supplier Certification Committee, the Government Procurement Center, Barcelona City Hall, HeliosCerbella office supplies services company, as well as the Russian Ministry of Trade and Economic Procurement Division and St Petersburg economic development, Industrial Policy and Trade Commission. The inspection focused on understanding the legal system of government procurement in both countries, the management system and the general practices in specific operations. The government procurement management in Russia and Spain have their own characteristics and are very inspiring to the government procurement in our country. This issue has published the first half of the situation of government procurement between the two countries in the sixth issue. This article is the second half.
