加强基层水利单位能力建设,提升基层水利单位管理和服务水平,是加快推进水利改革和发展的关键。本文在深刻总结多年来淠史杭灌区基层单位能力建设实践的基础上,探索推进淠史杭灌区基层单位能力建设的途径,提出提升淠史杭灌区基层管理单位能力建设的措施。 Strengthening the capacity building of grass-roots water conservancy units and improving the management and service level of grass-roots water conservancy units are the keys to accelerating water conservancy reform and development. On the basis of profoundly summarizing the capacity-building practices of grassroots units in Pishihang Irrigation District over the years, this paper explores the ways to promote capacity building of Pishihang irrigation districts and proposes measures to enhance the capacity building of grassroots units in Pishihang irrigation district.
