兹据商业厅九月十六日工商字第九号呈称:「本厅八月份召开之各专署工商科长会议之报告及近接各地之书面报告,目前存在着如下问题:一、农村某些地区,在城乡物资交流上,存在着对私商不必要的限制和强调证照等现象,如滕县专署报告,商人三怕之一是:「怕限制贸易自由,不怕纳税(应纳之合理税)」,青岛工商局六、七月份工作报告中提出:『座商同和成持营业证影本到招远县采购生油、生米、当地政府以「未带行商证明」,「也未与我们联系」「抬高物价」等为名,而予留难,地方税务机关以「营业证手续不合」为词罚款二十五万元』其他地区,类似情况,时有发生。二、农村某些地区合作社存在着垄断市场的现象,私商不通过合作社的中间媒介不能在市集上买卖物资,有些群众也因惧怕合作社的干涉不敢与私商进行交易。乳山县渔民合作社公开贴出条子「鱼不准卖给私商」,更有个别地区因过去复查中的个别偏差影响,造成破坏政策的严重错误。如索镇县联社硬赶走两户代理业,强占了地址房屋。以上情况存在、若不从速加以纠正,将影响内地贸易自由和城乡物资交流,保护正当商业政策的贯彻」等情前来,从上述情况而可看出,某些地区在城乡关系上存在着一些人为的障碍,藉口无证明文件,手续不合,禁止或限制采购,甚至罚款,实属不当,尤其合作社垄断市场,禁止私商在市集上进行交易买卖,均不合贸易自由政策。过去在物价波动时期,为了防止投机倒把,避免物价暴涨暴跌,采取适当的市场管理办法,是必要而且正确的;今天处在物价稳定和普告丰收的情况下,套用过去管理办法,已不合时宜,为了切实贯彻内地贸易自由政策,克服人为障碍,畅通城乡物资交流,特规定如下办法:

Today, under conditions of stable commodity prices and bumper harvests, it is no longer appropriate to apply past management methods. Effectively implementing the policy of free trade in the Mainland, overcoming artificial barriers, and smoothing the exchange of materials between urban and rural areas, the following measures are stipulated:
