河南省周口地区较早推进机构改革的太康县水利局,积极围绕“转变职能,更新观念,抓住机遇,全面改革”这一宗旨。按照“撤、并、转”的思路,采取态度坚决,步子稳妥,急而不燥,改而不乱的方针,精简机构,分流人员,发挥优势办实体,取得明显成效。去年初根据上级体改指示精神,太康县水利局一分为二,一个单位挂出两块牌子,即“太康县水利局”与“太康县水利开发服务总公司”。这个局原有股室11个,共60人,改革后,局机关由原来的11个股室,精简为5个股室(办公室、财审股、人纪股、水政渔政股、水利公安派出所),人员精简为27人。水利开发服务总公司成立后,巩固发展了8个经济实体,
