甘肃、新疆利用政府外债的历史超过20年,领域遍布国民经济各个领域,具有“历史长、领域宽”的鲜明特点。因此,两省区在我国利用政府外债领域所积累的经验、取得的成绩和面临的问题具有典型意义。积累的经验1.建立健全科学、协调、高效的政府外债管理体制。为加强政府外债资金管理,甘肃成立了省国外贷款管理委员会,新疆成立了自冶区政府外债管理领导小组,统一领导、协调和管理政府外债各方面的工作。甘肃以省政府办公厅名义下发了《甘肃省国外贷款管理委员会章程》和《甘肃省利用国外贷款管理暂行办法》,新疆以自治区政府办公厅名义印发了《新疆维吾尔自治区政府外债管理暂行办法》,体现了“政府领导、归口管理、明确职责、分工合作、高效运作、统一对外”的原
Gansu and Xinjiang have made use of the government’s foreign debt for more than 20 years. They cover all areas of the national economy and have distinctive characteristics of “long history and wide area”. Therefore, the achievements and problems faced by the two provinces and autonomous regions in our experience in using the government’s external debt are of typical significance. Accumulated Experience 1. Establish and improve a scientific, coordinated and efficient government foreign debt management system. In order to strengthen the administration of foreign debts by the government, Gansu set up a provincial foreign loan management committee, and Xinjiang established the Leading Group for Foreign Debt Management of the government of the Autonomous Region, which unifiedly led, coordinated and managed all aspects of the government’s foreign debt. Gansu Province issued the Articles of Association of Gansu Provincial Foreign Loan Management Committee and Interim Measures for the Administration of Foreign Loans in Gansu Province in the name of the General Office of Provincial Government.
