行业管理一直都是出租车行业的难题。各地出租车行业除面临经营权归属、经营模式等难解问题外,还面临着运力如何调配、退出机制如何建立、乘客和驾驶员权益如何保障等一系列问题。本文认为,出租汽车经营权是准公共资源,经营权应为无偿取得的有限期经营权.建立服务质量招投标的经营权投放制度,完善出租车企业及司机的评价考核办法,建立科学的经营权所有者和驾驶员的准入和退出机制,合理分配出租车企业和司机的利益,才能成功走出一条科学、合理的服务型出租行业之路。
