西部人力资源的开发关系到西部地区经济的振兴 ,也影响到整个国民经济的持续、协调发展。本文从人力资本理论和西部开发的实践两个角度探讨了西部人力资源开发的必要性 ,指出人力资源开发力度不足、人力资本太小已成为西部地区社会经济发展的薄弱环节 ,必须立足现实、展望未来 ,多渠道、多途径地引进人才、培养人才并最大限度地发挥人才的作用 ,形成推动经济发展和人力资源开发的合力
The development of human resources in the western region has a bearing on the revitalization of the economy in the western region and on the sustained and coordinated development of the entire national economy. This paper discusses the necessity of human resource development in the western region from the perspectives of human capital theory and the practice of western development.
