综观煤矿企业安全管理效果较好的单位,原因大致有两点:一是企业自然条件好、机械化程度高、井下作业人员少等原因,安全管理难度小;二是先天条件较差的煤矿,之所以安全搞得好,是因为有一套富有特色的安全管理模式,比如山东鄂庄煤矿“安全管理法”等,归纳起来,其核心就是安全文化。 一、建设安全文化是企业加强安全管理的必然选择 创建安全文化是加强安全管理的发展趋势。安全管理发展的历程,经历了人管人、制度管人和文化育人三个阶段,而文化育人是安全管理的最高层次,这也是儒家思想倡导的“无为而治”的最高境界。
