1987年1月13日最高苏维埃主席团,或确切地说苏联部长会议公告:来自西方国家的外资可在苏联国土上合法经营。在1987—1989年间苏联共建立了1000多家合资企业,其中80%多来自工业发达国。然而西方的资金投入,部门结构,地区分布及合资企业的生产情况并不如苏联所望。其主要原因在于不相适应的行政、法律和经济环境。问题的特点为:签约、资金融通、资本保险和保护、外汇调节、赢利转移、原料和设备供给及管理和人事等。至于计划建立的经济特区能否有效地刺激与西方合资企业的更多产生,其时尚完全不得而知。
January 13, 1987 Supreme Soviet Bureau, or rather Soviet Council of Ministers Announcement: Foreign capital from Western countries can operate legally in the Soviet Union. In 1987-1989, the Soviet Union established more than 1,000 joint ventures, of which over 80% came from industrially developed countries. However, western capital investment, sectoral structure, geographical distribution and the production of joint ventures are not as good as the Soviet Union expected. The main reason lies in the incompatible administrative, legal and economic environment. The characteristics of the issue are: signing, financing, capital insurance and protection, foreign exchange adjustment, profit transfer, supply of raw materials and equipment, management and personnel. The fashion is completely unknown as to whether the planned special economic zones can effectively stimulate more production with Western joint ventures.
