以民族教育政策促进各民族共同发展繁荣是一项战略议题。而随着社会转型与民族教育环境的变化,民族教育政策应做相应调整,解决民族教育的现实发展问题。鉴于此,通过选择湖南省5个世居少数民族聚居区为对象,采取问卷调查与访谈调查法进行实地调研,发现民族教育政策存在四方面的问题,即“一个悖论、三个失衡”:民族教育政策统筹下的“平衡悖论”、民族教育政策本身的“时序失衡”、知识教育与文化教育的“内容失衡”、文化知识与团结教育的“功能失衡”。针对这些问题,分别从政策理念、政策标准、政策资源、政策优势、政策指向等五个方面提出变革路径。
Promoting the common development and prosperity of all ethnic groups with ethnic education policies is a strategic issue. With the social transformation and changes in the national education environment, ethnic education policies should be adjusted accordingly to solve the real development of ethnic education. In view of this, through the selection of five residential areas inhabited by ethnic minorities in Hunan Province as the object, a questionnaire survey and interviews were conducted to conduct on-the-spot research and found that there are four aspects of national education policy, namely “one paradox, three imbalances ”“ Paradox of Balance ”under National Education Policy Unification,“ Timing Imbalance ”of National Education Policy itself,“ Content Imbalance ”of Knowledge Education and Cultural Education,“ Cultural Knowledge and Solidarity Education ” Imbalance ". In response to these problems, we propose the path of change from the following five aspects: policy concept, policy standard, policy resource, policy advantage and policy direction.
