项目转资是所有工程建设最终完成的重要标志之一,而转资的完成又意味着一项固定资产管理的开始,对工程建设各方及资产营运方均具有重要的意义。在EPC项目管理模式下的工程项目,转资面临着思想认识不统一、主体不明确、程序做法各异等诸多问题。在西气东输二线西段工程项目的转资实践中,通过各方的共同努力,较好较快地完成了预转资的任务。文章对有关转资主体及转资依据等问题进行了探讨,并提出了做好转资工作的一些措施和建议。
Project transfer of capital is one of the most important symbols of the final completion of all construction projects, and the completion of the transfer of capital means that the beginning of a fixed assets management is of great significance to all parties involved in the construction and asset operators. Under the project management mode of EPC, there are many problems such as the unconformity of capital, the unclear subject, the different procedures and so on. In the western part of West-East Gas Pipeline Project in the western capital transfer practice, through the joint efforts of all parties, the better the pre-transfer of capital to complete the task. The article discusses the issues such as the main body of capital transfer and the basis of capital transfer, and puts forward some measures and suggestions for doing a good job in capital transfer.
