指出GSM与TD网络的融合代表了2G和3G混合组网的必然趋势,而要实现混合组网,关键在于解决好它们之间的互操作,如网络驻留、小区选择、小区重选、切换以及用户接入控制和转网等。在此基础上论述了互操作的策略,包括系统间小区重选的策略(如TD与GSM相互间小区重选的原则及相关参数的设置);系统间切换的策略(如TD与GSM系统间相互切换的原则、测量事件及相关参数的设置等)。提出在TD建设中,2/3G的互操作应成为一项长期的优化工作。
