自然保护区的联合保护工作是目前解决自然保护区与周边地区的政府、居民、企事业单位以及部门之间不协调关系、是变孤立的管理消极的保护为积极保护共同管理的有效措施之一。从系统管理的角度出发，保护区与当地居民是自然保护管理系统中人文要素的两个组成部分。因此，保护区必须积极主动地与当地居民进行联系，协调和解决同他们的关系，取得他们的支持和帮助，形成共同关心、共同爱护、联合保护，这也是保护区管理者的重要任务之一。
