简要介绍了香港医院管理局成立的社会背景、组建过程、主要成就和当前存在的问题，这些经验对内地正在进行的医疗体制改革很有参考意义。文章结合内地情况提出了几点启示：１ ．行业统管优越性明显可鉴，对实行资源调控、区域规划、连贯性医疗制度非常有利；２ ．行业统管要从实际出发，灵活地处理困难问题；３ ．管理体制内容和方法因地制宜，不能照搬照套；４ ．实事求是，因势利导，正确处理效率与效果的关系，强调效果第一；５ ．重大决策出台慎重、谨慎，可以最大限度减少失误
Briefly introduced the social background, establishment process, major achievements and current problems of the establishment of the Hong Kong Hospital Authority. These experiences are very useful for the ongoing reform of the health care system in the Mainland. The article puts forward several inspirations in connection with the conditions in the Mainland: 1. The superiority of the overall management of the industry can be clearly demonstrated, and it is very beneficial to the implementation of resource control, regional planning, and coherent medical care system; 2. The overall management of the industry should proceed from reality and deal with difficult issues flexibly; 3. The content and methods of the management system are adapted to local conditions and cannot be copied. 4. Seek truth from facts, take advantage of the situation, correctly handle the relationship between efficiency and effectiveness, emphasize the effect of the first; Major decisions have been made carefully and cautiously to minimize errors
