党政干部的道德建设的好坏是衡量“以德治国”方略落实与否的重要座标系。从社会普遍关心的问题分析，加强党政干部的廉政道德建设是推进“以德治国”方略的重要措施。党政干部的廉政道德建设分两个层次，一是廉政文化的熏陶，树立内心信念；二是健全廉政道德的运行机制，使廉洁在“以德治国”战略中发挥重要作用。
The quality of party and government cadres’ moral construction is an important coordinate system for measuring the implementation of the strategy of governing the country with morality. From the analysis of issues of general concern to the society, it is an important measure to enhance the ethical and moral integrity of party and government cadres in promoting the strategy of “governing the country with morals”. The ethical and moral construction of party and government cadres is divided into two levels. One is the cultivation of a clean and honest administration and the establishment of inner beliefs. The other is to improve the operating mechanism of honest and clean government so that integrity plays an important role in the strategy of governing the country with morals.
