杭政办函[2016]28号各区人民政府,市政府各部门、各直属单位:为规范国有房产管理,科学合理划分市、区两级职权,进一步理顺并构建“责、权、利”一致的直管公房管理体制,建立直管公房长效管理机制,进一步贯彻执行《杭州市市区公有住房租赁管理试行办法》及《杭州市人民政府办公厅转发市房管局关于杭州市公有住房使用权有偿转让转租管理暂行规定的通知》(杭政办[2004]2号),经市政府同意,现就进一步加强我市直管公房管理工作提出以下意见:一、坚持权责一致,进一步落实直管公房管理责任
