秘鲁铁矿公司(又称耶鲁铁矿,以下简称秘铁)原为秘鲁国营企业,为了加快秘鲁国有企业私有化进程,并改变秘铁连续两年亏损局面,秘鲁政府决定将该公司的全部资产通过美国第一波士顿银行,采取国际招标方式公开拍卖。1992年11月5日,首钢总公司在竞争中中标。首钢这一举措是贯彻利用进口铁矿石发展我国钢铁工业的基本国策,以缓解我国铁矿石资源不足状况的重大措施。一年多来,首钢购买和经营秘铁的实践,为我国利用国际铁矿石资源,又开创了一种海外直接投资的新途径。对于我国今后海外矿业资源的开发,提供了一个可资借鉴的案例。
The Peruvian Iron Ore Company (also known as the Yale Iron Ore, hereinafter referred to as the secret iron) was originally a Peruvian state-owned enterprise. In order to speed up the privatization process of state-owned enterprises in Peru and change the loss situation of Peru Steel for two consecutive years, the Peruvian government decided to take the company’s entire assets. Through the First Boston Bank of America, public auctions were conducted through an open auction. On November 5, 1992, Shougang Corporation won the bid in the competition. This initiative of Shougang is a basic national policy for the use of imported iron ore to develop China’s steel industry, in order to alleviate major shortages of iron ore resources in China. For more than a year, Shougang’s practice of purchasing and operating secret iron has enabled China to use international iron ore resources and has created a new approach to overseas direct investment. For China’s overseas mining resource development in the future, it provides a case that can be used for reference.
